I'd be happy to do a demonstration of the animation that I've experimented with.
LibreOffice Draw supports a page having many layers. Upon writing and running a LibreOffice BASIC program it can control at various speeds which layers are displayed and which are not. This feature is used to produce a simple animation.

Just to add to this, I think someone said Inkscape was unsuitable for animations. Seems a bunch of people would beg to differ. For example, see some of these tutes: https://www.youtube.com/results?search_query=inkscape+animation.

Hmm, maybe I spoke too soon. They seem to be laboriously setting up and exporting a frame at a time, with no automatic interpolation between key frames. I would say having a keyframing system is a must for animation.
