*Changes to the way we fund websites*
We apologise for the delay in publishing the following information.
We recognises that the internet and digital technologies are
increasingly prevalent activities and Creative New Zealand has a role in
supporting New Zealand artists and practitioners to engage with, and
use, the internet.
From 1 June 2009 the following guidelines will apply to Creative New
Zealand’s support for the funding of arts activities that make use of
websites:.
o Contestable funding will be able to consider proposals to create,
promote and/or distribute quality New Zealand art work via a website.
Creative New Zealand will also consider proposals to engage in artform
development and arts discourse via a website.
o Contestable funding proposals that seek to make use of a website will
need to conform to standard Creative New Zealand funding eligibility
criteria as well as to any specific criteria required by:
- a funding body (Arts Board, Te Waka Toi or the Pacific Arts Committee)
- a funding pathway (Quick Response, Arts Grants, Arts or Sector
Investment) and
- an artform specific criteria (see art form sections of the Funding
Guide for example music, literature, visual arts, dance, theatre or
craft/object arts).
o Web based arts projects will be assessed using the same assessment
criteria and processes as other contestable funding proposals.
o Web based arts projects will be able to seek a contribution towards
the same types of costs as other contestable funding proposals - — for
example a contribution towards artist fees.
o A maximum of $5,000 will be able to be contributed by Creative New
Zealand contestable funding towards costs directly related to the
placing of work on a website. Costs directly related to the placing of
work on a website refers to the:
§ costs of web page design
§ purchase of any software required as part of the operation of a
website and/or
§ cost of converting text/sound/visuals into web-appropriate computer
code (for example HTML or XTML).
CNZ will still be unable to contribute towards the costs of purchasing
computer hardware or support the development or distribution of content
intended for radio or television broadcast.
The effect of these changes are that Creative New Zealand contestable
funding will be able to consider contributing to a wider range of web
based arts projects through contestable funding.

The third UpStage festival of cyberformance (live online performance)
will be held on 090909 (9 September 2009). The call for performance
proposals *closes on 31 May 2009*.
The 090909 Upstage Festival aims to create a participatory space for
collaboration, creation, and for the presentation of current
cyberformance. The festival provides a platform (and shares the
technichal expertise) to enable artists to experiment with the new
medium, and to have their work seen alongside performances by
internationally renowned practitioners - in a celebration of the
evolution and diversity of cyberformance practices.
To submit a proposal, email the following information to
info(a)upstage.org.nz:
* working title of your cyberformance and 3-4 sentences about it;
* names and locations of people involved;
* brief background/bios (not more than 300 words each);
* preferred time(s), in your local time, for presentation on 090909;
* contact email and postal address.
Performances can be on any theme or topic; the only rules are it must be
no longer than 20.09 minutes, and must be created and performed in
UpStage (for information about past festivals and performances, see
http://www.upstage.org.nz).
The deadline for proposals is *31 May 2009*; selections will be
announced on approximately *1 July*.
The festival will take place online in UpStage on 090909, with RL ('real
life') access nodes at locations around the world, including Oslo,
Munich, Istanbul and Wellington. If you are interested in hosting a RL
access node, please contact us for further information and technical
requirements.
Participating artists will be listed and acknowledged on the UpStage web
site. We will endeavour to record all the performances and provide
participating artists with copies for documentation, however this is
dependent on volunteer resources (if you can help with this aspect of
the festival, please contact us).
UpStage is an open source venue for web-based performance and is
licensed under the Creative Commons and GPL. All copyright of artworks

The audio work of Stanier Black-Five regularly fuses live
electronics with environmental recordings and found sounds – from mesmerising
aircraft drones to the pounding rhythms of trains. As well as playing in New
Zealand, Stanier Black-Five has taken her visceral performances to the UK and
Europe, performing at events such as the London Musicians Collective’s annual
festival of experimental music. She runs the Argot Records label and has
had her music released internationally. For these events, Stanier Black-Five
will develop a dynamic work based on manipulations of port recordings made
across the country.
Mela is an experimental audio/visual
project that revels in the medium-specific properties of a variety of obsolete
media. Her performances combine an almost obsessive degree of preparation with
random interjections from misbehaving equipment. She sonically and visually
investigates the aesthetics of constrained gesture and broken things by
layering repeating melodies, gradually effected drones, and suitably
unrecognisable beats to create an imperfect but mellifluous musical
microclimate.
Bruce Russell is an improvising sound artist, who since 1987 has been a
member of the Dead C. As a solo artist, Bruce uses tape loops, a vintage
electronic organ, and a guitar in ways their makers never imagined. He has also
been active as a solo artist, and directed two independent labels, Xpressway
and Corpus Hermeticum. He writes essays and criticism for The Wire, artists-
catalogues, and other publications. He is currently studying at RMIT towards a
doctorate in sound in the School of Fine Art.
Sam Hamilton is an Auckland-based sound and
film artist, musician, sound recordist, and curator. His tireless exploration
of acoustic crevices has led him into the far-flung regions of the Amazonian
rain forest, as well as performing and creating installations in the USA,
Europe, Australia, and New Zealand. Sam has worked with numerous experimental
and left field luminaries, from New Zealand’s Phil
Dadson to Germany’s Damo Suzuki (ex-Can).

Journey through space and time in this remarkable 24-hour work from
acclaimed composer Warwick Blair. Astronomy meets Indian gandaharva
music and electronica in STARS, a multimedia installation that
combines original live and recorded music with a stunning six screen
video projection of the heavens. STARS is the result of Blair’s
collaboration with video artist and astronomer Paul Moss, and Indian
vocalist Arpita Chanda, and will be performed at Galatos (Auckland)
on June 4 and 5, 2009 - the International Year of Astronomy.
Paul Moss’ pristine video skyscapes will be projected onto six
screens on the walls, ceiling and floor of Galatos, creating an
immersive, ambient dream-like environment. Audience members are
encouraged to come and go throughout the 24-hour performance period
(from 10am June 4 until 10am June 5) and experience different parts
of the cycle. Blair’s recorded composition plays continuously for 24
hours, and is enhanced by live performances from Arpita Chanda who
sings for a proscribed period every three hours.
These three-hour sections – known as praharas in the gandharva
tradition - have different musical qualities that reflect their
specific period of day or night. The video projections, which took
Moss over a year to create, show recording of sky at same time of
day. Blair’s multimedia approach extends the traditional Indian idea
that listening to gandharva music enhances harmony and wellbeing by
tapping into the rhythms of the natural world.
In creating STARS, Blair, whose work typically blends contemporary
classic music with the elements of experimental electronic pop
culture, was inspired by the concept of anoraniyan mahatomahiyan, and
Polish poet Leopold Staff’s work Evening, which includes lines like
‘I lie on a boat in the evening stillness/Stars above me, stars below
me and stars within me.’

The technology of synthesizing sound from light called Graphical (Drawn) Sound
technique which was invented in Soviet Russia in 1929 as a consequence of the
newly invented sound-on-film technology. At exactly the same time similar
efforts were being undertaken in Germany by Rudolf Pfenninger in Munich and,
somewhat later, by Oscar Fischinger in Berlin. This invention came at least
twenty years too early while the World War II was already at the threshold. As a
result by late 1930-s the work in this domain effectively came to a halt.
Although there were several short articles published in USA by V.Solev (1935),
most publications about research and developments in the USSR were in Russian.
At the same time the most important documents were never published at all and
were circulating in manuscript form. Fortunately many unique archives survived
and are collected now at the Theremin Center in Moscow. Over two hours of
synthesized music produced in 1930s twenty years before the foundation of
electronic music were discovered recently at the Russian State Film Archive.
Many of those materials which were never shown before are included in our
presentation.

Since the Internet became popular in the late 90'ies of 20th century,
the software program "FLASH", once developed and prepared for the
commercial market by Macromedia, and now owned by Adobe, represents a
vector based developing environment which enables the creator to
combine different media and develop vector based animations especially
for the Internet. .swf data file extension became a standard for
animations online and offline, and Flash video and its .flv file
format stands for "videostreaming" on the net.
As soon as the Internet started, artists captured it for artistic
purposes, and the same is good for certain software used for the net,
particularly Flash is predestined for developing artistic creations

Astronomical delight: stars shine in soap opera
It may sound like a strange way to explore astronomy, but the formation
of the Universe contains complicated storylines that are perfect for a
soap opera.
This is why artists Nicky Forster and Willoh S Weiland have created
their 'online cosmological drama', Void Love.
The artists will screen the pilot episode of their sound and video work
on 31 May 2009 at Head Quarters, a presentation space for cross
disciplinary art practice in Melbourne. Subsequent episodes will be
available online.
"Surely there is no greater melodrama than the unfolding of the
Universe itself," Forster said.
Completed during the International Year of Astronomy, Void Love was
inspired by research done at Swinburne University of Technology's
Centre for Astrophysics and Supercomputing. The work is the result of a
four-month residency based at the centre.
The 'Synapse' residencies, presented by the Australian Network for Art
and Technology (ANAT) in partnership with the Australia Council for the
Arts, support intensive partnerships between media artists and
scientists in research settings both in Australia and internationally.
Void Love will be narrated by Australian recording artist Kamahl. Its
plot centres on a woman awakening from a coma to explore what is known
and unknown about the formation of the Universe.
After basing artwork on astronomy research, Forster and Weiland
admitted it was a challenge to understand the breadth of the material.
"At first, it was like being on an astrophysics bootcamp," Forster
said. "The beauty of astronomy is that regardless of how difficult it
gets, it remains endlessly fascinating."
Dr Christopher Fluke, Swinburne astronomer and scientific partner on
the project, thinks it has enormous potential. "There is a very long
history of people telling stories about the night sky, which has
motivated many new discoveries in astronomy. Void Love is a great way
to continue that tradition."
