They do. Unfortunately, when a provider reaches a given peering exchange
via a circuit from another provider (say, Vector), and that provider
breaks for a few hours, then you're likely to see traffic between
providers take weird/different/long paths, or just break completely
where there is no alternative L3 path between providers.
