They already have a script to do it. They check at
time,a they need to do is check at delegation time, which is where
it really matters anyway.
This assumes suspension and reactivation in the only way you get
lame delegations, my example was where I pay Domainz and not my ISP,
this it had never been suspended.
I can't think of a nice scalable way for domainz to detect this
(sure, they could query NS records before the rebuild, perhaps not
all domains in one day, but a few at a time to get them all done
within a week or so might not be too bad).
