If you already know what courses active students should take, what do you need a WEKA for?

With regard to my project, I am able to classify an unknown instance(a
new learner) . For example  if a learner falls in Active cluster then

However, if a learner falls in Not active cluster then he/she might be
recommended introductory level courses and so on.

1-) To identify the class of learner(Active,Not active, Average).

2-) To recommend courses based on  the information obtained in the
previous step.

How could i use the information obtained in the first step for
recommendation of courses in weka?

Any help could give further direction to this project.
