The Weka wiki is the place to start. Take a look at the FAQ, which has links
to examples of developing with Weka. Searching for “eclipse” will find you
articles on setting up Eclipse.

This is my first participation in the wekalist so I would like to start by
thanking WEKA creators for this great system and WEKA community for the great
I want to develop a WEKA plugin with my own clusterer using my own distance
measures. I'm not an experienced developer and I want to start by trying to
test some weka.jar library classes (clusterers and distance measurers) with
just some small modifications I make.
So, I have two main questions:
1 - Is there a tutorial about how to create a WEKA plugin in Eclipse IDE? I
already have tested weka.jar and weka-src as referenced libraries in the new
Eclipse Mars using the incrementalclusterer example.
2 - Are there WEKA tutorials focusing on the same subjects and with more or
less the same content as these provided by ELKI:
