Packages should be loaded automatically, and any learning schemes they
contain should be available in the GUI. The only exceptions would be
versions of packages that are not compatible with the base version of Weka
that you have installed. Make sure that your CLASSPATH environment
variable does not contain any weka.jar files.
Changing directory to your Weka installation directory and typing:
Java -Xmx1000m -jar weka.jar
should work. Packages are loaded and classes are added to the classpath

Which version of Weka are you using? If using Weka 3.7.x, did you
install the packages via Weka's built-in
