Found the setting.
It's "allow Kate to use more than one UNIX process" under application /
general / behaviour.
It seems to require a restart of KDE ( or X or something?) to take
effect. Before posting to the list I had tried changing this with no
effect. But the next day, after shutting down and restarting, it had
