One question that I have is, how do I fix the IP address that my phone
assigns to a client when acting as an access point? Is there an App
that I can use to tie a client's Mac ID to certain IP address, like
you can usually do with "regular" wireless access points?

quick glance none of them mentioned giving this level of control.
Yes, that was my impression as well.
Looks like there is no actual public API in Android
hotspot functions. Some hackers have figured out how to access some
things via Java introspection
of course this kind of thing is prone to breakage with Android version
